Management Committee

All schools in England have a "Management Committee" which is responsible for overseeing many of the strategic decisions of the school. A key role is to act as a ‘critical friend’: to support, to challenge, to ask questions, ultimately to represent the school community.

The Management Committee (which acts the same as a Governing Body) works in close partnership with the head teacher, staff and the local authority. Whilst the head teacher is, of course, responsible for the day to day running of the school, the committee members are involved with such things as staffing, curriculum, school buildings and finance.  It ensures the school functions well and maintains the proper range of academic and social objectives.

 

Who are we?

The Instrument of Government states that Roman Fields Management Committee should consist of a maximum of 13 Members, each with a term of office of four years:
1 Parent Members
3 LA Members
2 Staff Members
7 Community Members

The Chair and Vice-Chair are elected annually in May.

The chair of the Management Committee is Mr. Eugene Billeter, who can be contacted via the school office or directly via email at Eugene.billeter@romanfields.herts.sch.uk. 

The Full Management Committee meets termly and has two sub-committees that it delegates responsibilities too:

Quality, Standards and Achievement Meets annually in the new academic year; its main purpose is to discuss and monitor all aspects of the school’s work around pupil attainment and progress, and ensuring that the school’s curriculum is broad and balanced and meets statutory requirements; it has various ‘link governors’ for English, Math’s, Science, Creative Arts, Behaviour and attendance, SEND, Autism & Citizenship, Child Protection, CLA and Safeguarding (although these may vary depending on the priorities set out in the School Development Plan).
Finance, Personnel and Premises Meets termly - two weeks prior to the full committee; the main purpose of the committee is to discuss all aspects of the schools financial planning and ensure the school remains within budget and funds are spent wisely to meet the needs of the pupils; while it meets every term, there are additional review meetings with the schools local authority finance officer.  Personnel and Premises including Health and Safety is also part of this committee remit.
Pay Committee This meets every year following the staff performance management annual review to ensure that there is a fair and consistent approach.

I am a retired police officer but returned as a Special Constable and currently a Special Inspector and Staff Officer to the Special Chief Officer for Hertfordshire.  I am employed by the Constabulary & manage their non-human logistics."

"My experience in education spans over 20 years, following a career in industry when I was project manager for IBM’s construction arm. I first taught in an inner-city comprehensive for 6 years, where I was swiftly promoted to Head of Year, before advancing to the posts of Assistant Head and later Deputy Head Teacher at a Buckinghamshire Upper School; retaining the latter position for a 7 year period, prior to seeking my own Headship.

I was appointed Head teacher at Roman Fields in January 2014, when we underwent a rigorous inspection by NAS, leading to our Autism Accreditation Award and a successful Ofsted in the same year. A second NAS inspection resulted in Roman Fields receiving the 2018 Autism Accreditation Excellence award this was again followed by a further successful Ofsted.

Throughout my career, I have had a real passion for succeeding with students with the most complex needs, as I feel it is quite simply the most rewarding area to work in. The right intervention not only makes a difference, but radically change lives for the better. I feel proud and privileged to continue to work with committed staff, supportive parents and a great bunch of young people. I currently sit on the PFP Committee and the Full Committee."

"I have worked in the Rail Industry for 23 years, 7 with a Train Operating Company and the last 15 within Network Rail.  My time with Network Rail has been spent in the Project Management of both the Development and Delivery stages of projects multi-million pound infrastructure projects, including Thameslink and Crossrail.  I have also had spells as Head of Safety and I have been involved in several Business Improvement programmes sharing lessons learnt and driving culture change within the business.  I am currently working within the Digital Railway Programme as a Senior Programme Manager developing Digital Railway specifications and contracting strategies for the deployment of digital technology across the GB rail industry.

I am also an experienced coach, with the majority of my coaching being undertaken within Network Rail, more recently providing support to Leadership development programmes for senior managers in the organisation."

Message from the Chair of Management Committee

“On behalf of the Management Committee, I welcome this opportunity to briefly introduce you to the work the Management Committee undertakes to ensure that your son/daughter will receive a sound education.

The Management Committee has a range of powers and duties laid down by various Education Acts. In the main, these responsibilities relate to:

* Setting targets and promoting high standards of educational achievement.
* Setting the strategic framework within which the provision operates.
* Management of the school’s delegated budget.
* Ensuring that the curriculum for the provision is balanced and broadly based.

Committee members discharge the above responsibilities, together with many others, through a meeting each term. These formal meetings are supplemented by a series of informal sub-committee meetings dealing with more specific issues. A number of committee members also have responsibilities for specific issues within the school such as literacy, math’s and SEND.

Committee members adopt, review and monitor a range of policies that govern the operation of the provision including Health and Safety, Behaviour, Curriculum and Performance Management.

Roman Fields draws a unique strength on a genuine collaborative partnership between committee members, staff, SEN professionals, parents/carers and our young people; a partnership that has high aspirations for all and places the youngsters in our care at the heart of every decision.

The Management Committee is, therefore, rightly proud of the achievements of the provision, not only in terms of the results, but also in the solid foundations it provides in preparing all our pupils for their future.”
